The last Assembly of the Region WFIS Sa conducted in January this year in Santiago de Chile, proceeded, according to regulation, to the renewal of its Board. Was democratically elected to the Board 2010 - 2012, with the presence of all full members who voted freely. 

Subsequent to this event, the World President ordered the disqualification of this directory and named one parallel and three members, one of them, not even a full member of WFIS. 

We understand that it went beyond all democratic principles, especially when the Statute in our power, the World Committee has no such powers. If there were changes, had voted with a quorum of 2 / 3 of the World Assembly, an issue that has not happened. 

Among the reasons for this move was no incorporation are as full members of the AEBP, the OVET and the incorporation of Guatemala in the Directory WFIS Sa. 

Regarding AEBP (Brazil), we explained on several occasions to the World Council and the region, this organization did not complete the procedure for admission to full membership, the official visit, which establishes the regulations. (no one is above the Regulation). 

Regarding the OVET (Venezuela), it provided the background has not been exceeded OVET problems between the Federation and the Independent Scouts de Venezuela, a full member with full rights to which we owe allegiance. 

With respect to Guatemala on several occasions explained the situation. Guatemala was incorporated into WFIS Sa Paraguay in the Assembly of 2006, ratified in the Assembly of Colombia in 2007 with the presence of the World President, who agreed with this decision. A few months ago, by decree of the World Council led by it, ruled that Guatemala must migrate to WFIS Caribbean. We believe that an agreement of Assembly can not be changed arbitrarily by any civic or persons. We are respectful of hierarchies, but world powers that the office has, likewise, failed to resolve on the official statement that was sent. 

This new intervention in our region is an unjustifiable offense. 

Today we have the support of Argentina, Christian Scouts of Chile, Ecuador and Venezuela Federation. Other members raised the situation within their Associations. Willingness to Guatemala, Chile Grouping, Association of Paraguay. 

Not rule out the option of bringing their own path, creating a new global benchmark, which assumes responsibility for this disaffection and desist from such dramatic interventions and arrogant.
